PARTICIPATIVE DEMOCRACY/CITIZEN ENGAGEMENT
What are the exact conditions that are necessary to bring about changes in behaviour? – the sorts of changes that are necessary for adopting new participative processes, technology tools etc.

Who will be the early adopters of new participative governance tools and processes?

Why should governance structures be dependent upon a few, powerful people?

What is the implication of Web 2.0 tools for reform of current electoral processes, senate, electoral college etc.

How are we to understand/solve the problem of ‘virtual attendance’ so as to enable virtual participation in democratic processes, for example?

CONTINUITY OF PROCESSES
How can we extend processes so that there is continuity in a manner that will enable satisfying group/collective goals?

How are we to understand continuity? Not just in relation to good ideas, but also in as good implementations/plans.

How do we structure Open Space Virtual Conferences in a manner that they can provide inputs to real world conferences that follow?

How do we share high quality and related work so as to not duplicate what has already been done?

UNIQUE NATURE OF VIRTUAL TEAMS
What binds virtual teams? What generates and maintains a sense of ‘we’ in virtual processes?

How, in an open and unstructured environment as the PcampPreconference Conversation space, do we ensure that the sense of the collective (the ‘We’) is understood as the responsibility of the group, not just the convenors?

How do you build trust in virtual environments?

CONNECTING VIRTUALLY ACROSS ORGANIZATIONS
How can we use Web 2.0 tools to more effectively connect people with each other in meaningful ways around projects of mutual interest? What role do meta-date standards like StratML play?

How do we get organizations with overlapping missions to connect with each other?

What is the role and importance of real time interaction? How does it help virtual group formation? How does it hinder it?

OPEN SPACE
How should open spaces be structured so as to ensure their success?

How appropriate is the analogy between activity/dynamics in the Open Source Software movement and Open Collaboration environments?

How important is the sense of inclusion for Open Collaboration environments, and how can this sense of inclusion be created?

: How can we create resource sharing commons for small groups in a region (for example)?
